No drought Sauerbrey best makers of rain

The burled mahogany conference table was for breakfast.

On his head was sitting R. Ellen Sauerbrey, the first Republican in a generation, as an opportunity for the governor of Maryland. Six dentists gathered around them, each of whom had paid $ 1000 for a chance to discuss the law of medical liability insurance rates, tort reform and other issues on their pocketbooks. Lee W. Warner just listened. His task was completed.

Warner, the owner of a financial services company, had organized the breakfast, which took place in his sixth floor of an office in the northern suburb of Baltimore. He began planning the event weeks ago, while sitting in his dentist chair.

A paper bib depend on his neck, his dentist Warner said he would arrange a meeting with Sauerbrey, if the dentist has some of his colleagues to visit.

It was another feature Sauerbrey success of the campaign, courtesy of Warner. It is towards the increase of more than $ 1 million at the end of the campaign, nearly a quarter of Sauerbrey to all contributions. In doing so, Warner has become one of the best public campaign finance “rainmakers” at its first attempt, because he never money for a candidate before Maryland. Already, it is virtually unknown in political circles public Sauerbrey out of the campaign.

Warner is the head of a new reference group staunch Republican, donor breeders and in Maryland, Sauerbrey to a drift state GOP fundraising record of more than $ 4 million. The money is therefore his game N. Dir Parris Glendening (D) announced for Ad-during the period up to the November 3 election. Dürftig fund-raising in his campaign four years ago Sauerbrey asked for public financing and accept the limits of their expenses.

More specific policy proposal, new donors are Sauerbrey this fund breeders call “winnability. The aura of money, developers, insurance executives, bankers and others believe that they are gifts prominently with a Republican administration, according to political analysts and professional breeders funds. Warner, a country at the Cabinet for his work.

Warner describes August-lunch and other events as “intimate, personal opportunities to learn about Ellen, it will be deprived of issues, maybe you do not want in an artificial environment.” He denies the contributions directly buy something.

“I do not know if a cheque for $ 1000 is better with eggs, bacon and bagels, but there was something for their money,” said Warner.

Campaign Finance supporters of reform say that these meetings are a sign that cost businesses money in the past, the political arena, or feeds the status of the Democratic machine is moving in the direction Republican.

“There was a large amount of money spent waiting,” said Kathleen Skullney, Executive Director of the government watchdog group common cause Maryland. “The situation now appears on these investors [GOP colleagues] as promising a reasonable expectation of return on their investment [Sauerbrey].”

With the help of a thin Warner and, in some polls, Sauerbrey has money for Republicans, remained outside of Maryland’s Democrat-dominated politics. Sauerbrey advisers estimate that over half of its 5000 new donors have never written or whether a policy Maryland case, until this choice, and the influx of new funds for the creation of a party Fund Raising machine secure the political transformation of Maryland for years to come.

“Once you have a group on the ground, this group is always for the party and its candidates,” said Paul S. Herrnson, a government and politics-Professor at the University of Maryland in College Park

In fact, Republicans and Democrats agree that Sauerbrey was placed on the relationship between quality and at a fevered pace and will continue through Election Day. It is anticipated at 18 events this month, and advisers are far from human beings hope to host fund farmers, due to lack of time. An event is $ 1,000-a-breakfast in person Warners office on October 26

Warner is a humble man monetary policy, given that made his fortune as masters of the art of succession planning to dry his company with headquarters in Timonium. Until this year, his fundraising is entitled to the glory of the Methodist Church, he visited black for the first time in 14 years. He warned that the strength of its financial advisory bands is a sleep inducer.

At 43, he is not wearing tie Brash, no political convictions in the edges. It favors dark suits his 6-foot frame something that adorns his office with Chippendale antiques, hair and left his aging easily in the temples. His company, which L. Warner Cos, advises more than 3000 rich leaders, doctors and athletes from Germany, as you the best of their money. There are no public markets and did not talk about its customers.

Poverty rate at 3 Consecutive Year

The number of Americans living in poverty or lack of health insurance has increased for the third year of law 2003, the Census Bureau announced yesterday, which is in a labour market which are not otherwise adapt to strong economic growth.

Overall, the median household incomes have stagnated at $ 43318, while the national rate of poverty increased to 12.5% - 35.9 million people - last year 12.1 per cent in 2002. The harshest were women, for the first time since 1999, saw their profits decline, and children. Until the end of 2003, 12.9 million children live in poverty.

As expected, the number of people without health insurance grew last year to 45 million - an increase of 15.6 per cent to 15.2 per cent. White adults, especially in the south, account for the bulk of the increase. The proportion of people, health insurance through an employer fell to 60.4 percent, its lowest level in a decade, 61.3 percent.

The last census figures provided in relation to evidence that the recent recovery has missed some regions and population groups. Another 1.3 million Americans fell below the poverty line in 2003, as income from diving for the poorest 20 per cent of the population. Another 1.4 million unversichert has been revamped.

“This recovery is not to reach in the bottom half,” said Jared Bernstein, a chief economist with the Economic Policy Institute.

When President Bush prepared to head to New York for the Republican National Convention yesterday, there was an opening data Democrats for selection to his alleged weakness of the traditional bread and butter issues.

“While George Bush tries to convince America’s families that we are turning the corner, slogans and empty rhetoric can not hide the real story,” said Senator John F. Kerry (Mass.), the Democratic presidential candidates. “Under George Bush’s Watch, America’s lost even more families.”

Bush campaigns in New Mexico, had no comment. Commerce Secretary Donald L. Evans said the census data cast a glance “back in time to an economy that was much weaker”, as it is today. He anticipated that the figures that Bush will improve “continue to push very hard to establish the right conditions and business climate for job growth and broader health coverage.

But the report of population census was in total opposition to a market economy and a warehouse, grew rapidly during 2003, especially in the second half of the year. “The effects of a sustained recovery of unemployed is all about these results,” said Bernstein.

With fewer people working and fewer small businesses offering health coverage who are not insured number is probably high, until the unemployment rate declining by about 4 percent, said Paul Fronstin, Senior Research Associate to the Employee Benefit Research Institute.

“It’s not just how many people have jobs, but it is the nature of jobs,” he said. “Even if people are employed, they are less likely, where access to insurance.”

In this region, more people were without health care in both 2003 and 2002. In Virginia, which is not insured increased by 13.3 percent from 12.2 percent in both Maryland and the District, it rose to 13.6 percent from 12.8 percent.

The national poverty rate rose from 1993 to 2000, when their depression by 11.3 percent. In the next three years, more than 4.3 million people fell below the poverty line, and the median budget for the property fell by more than $ 1500 in units and inflation.

On the ground, the poverty rate increased in Virginia to 10 per cent of 8.9 per cent, and in Maryland to 8 percent from 7.3 percent, according to the Census Bureau’s two-year average. In the district, it was 0.7 per cent, but 16.9 per cent, it remained higher than the national average.

The poverty line is not a single coherent figure, it varies with time and family size. In 2003, the average poverty threshold for a single person, $ 9393. For a family of four, it was $ 18,810. Despite the recent increase in the poverty rate, the rate remained below the average for the years 1980 and 1990 years.

Economic aspects - including the availability and accessibility of health insurance - as there are top for voters. In some recent “Washington Post” and Gallup polls, voters, the president is not better than 51 per cent of its agreement with the management of the economy, and in a head-to-head matchup with Kerry on issues economic policy, Bush has drawn on its 41 percent Challenger’s 52 per cent.

The report showed yesterday that several Swing States have increased poverty rate is the proportion of uninsured or both - including Iowa, Michigan, Missouri, New Hampshire, New Mexico, Ohio, Oregon, Pennsylvania, Washington , West Virginia and Wisconsin.

“It is certainly not the message that the president had hoped,” said Rea S. Hederman Jr., Senior Policy Analyst at the Heritage Foundation.

Particularly children from a large part of the new poor, who represent more than half of the total 733000 increase, given that more young people slipped below the poverty line. The number of families in poverty headed by a single mother jumped from 1.5 to 3.9 million.

H. Sheldon Danziger, co-director of the National Center of Poverty at the University of Michigan, said the increase of poverty in the Fallout Welfare Reform Act 1996. “Because the new Government policy to reward the benefits of work, single mothers, were employees receive additional support, if jobs were plentiful but are struggling now that the economy has less than 1.2 million jobs.

“You have fine when the economy is booming, and even the beginning of the recession,” he said. “But now there’s an increase in the number of women who have no work and no prosperity.”

Hederman disagreed with Gdansk and noted that the poverty rate for children, even if you opt for the year to 17.6 per cent, is still well below where it 20.5 per cent in 1996.

“You have a lot of people, poverty and left, not yet back to beyond the economic slowdown,” he said.

The single mothers were not helped by the fact that the merits of women as a whole has suffered, rose by 0.6 per cent. Women 76 cents for every dollar earned by men during 2003, compared to 77 cents in 2002. Others felt the tingling contain Hispanics, whose median income fell 2.6 percent last year.

The ethics cases Rock Maryland legislature

Ethics have been at the centre of controversy in the General Assembly of Maryland yesterday, as head of the house was chaired by its Committee on new taxes and Democrats nominated trotzige Baltimore Larry Young repetition on the seat of the Senate, from which it was declared during the last month.

In the house, Del. Gerald J. Curran (D-Baltimore) announced it was temporarily Step-down of trade as a president and government leaders Matters legislative commission during the Ethics Commission investigates the allegations that his post to his insurance.

Today in Baltimore, the five members of the 44th Central Committee Democratic district last night agreed unanimously to recommend that young people occupy the seat for free, if the Senate does have to distribute. Young is accused of abuse of his legislative point of view to draw tens of thousands of dollars in businesses and agencies in the interest of good relations with the government.

“I am ready, roll up my sleeves and go back to work”, brought together 150 young supporters in Baltimore. He called his ouster a “lynching” and told the central committee, “Tonight, you can I cut the tree. ”

Young’s seemed sure to move Prompt for a legal battle brewing escalation of the controversy surrounding ethics of legislative power Annapolis. It also provides new risks for policy Dir Parris N. Glendening (D), the final decision, if a new appointment of young, a longstanding ally, the seat of the Senate.

Normally, the governor, with recommendations from local commissions for the occupation of legislative vacancies. But the staff of the Maryland Attorney General Confederation said yesterday that the Governor is not to nominate “young, because the Senate represented him for the remainder of his term ends in January.

However, Jung suggested that if the Governor does call, the Central Committee is an action challenging the decision Glendening. In addition, Glendening supporters acknowledge that the governor has tried to remain diligent, the young man of controversy, is facing a no-win situation politically. Glendening is the re-election this year.

“There are several possibilities for him in Baltimore hurt if [Glendening] refuses to appoint [youth], and it hurts the rest of the state, when he appoints him,” said Brian E. Sen. Frosh (D - Montgomery), one of nine legislators, Young voted against the expulsion.

A spokesman for Glendening, said the governor had “received strong opinion on the eligibility of the candidate of the Attorney General” and would be.

Racial considerations of both ethics cases particularly painful, “said the legislator. Young is black, while Curran is white. Although many legislators say Curran’s alleged offences are far less serious than the young man, say some, it is here with a two weights, two measures “if Curran, a close ally of House of Delegates Speaker Casper R. Taylor Jr . Is not very disciplined, “said Del. Rushern L. Baker III (D-Prince George’s).

The two episodes have clearly rattled most of the 188 part-time legislators, including many full-time jobs, cut with state authorities, which the General Assembly to monitor.

The question of whether the legislature can be aggressive follow their professions, without the benefit - or does not benefit - their political status “focuses on the heart and soul of a citizen, part-time legislators,” said Taylor (D-Allegany).

In this election year, if all 188 seats are up to the election, legislative power and driving licences have a proposal for a year of study ethics. In case of substantial modification of laws would not be ethical to occur, if ever, before next year. But the problem is the legislature, in the head.

“Everybody’s talking about,” said Baker. “This is the hot topic right now.”

The legislators had hoped that the limelight in the field of ethics, fade, after the Senate had Jan 16, an organization Young. But the Baltimore Sun reported that Sunday Curran, an insurance broker, has spent five years prodding officials of State for the implementation of a program that allows University of Maryland employees to buy cars and owners house insurance pays the list of deductions.

Curran has agreements with two business insurance companies eligible, and he now reaping May to 30,000 dollars per year in commissions. Press several times a little higher education to start the program, then met Curran-gov. William Donald Schaefer, Comptroller Louis L. Goldstein and other officials cut through red tape. He met once with a key official University Annapolis in his legislative office.

It has an ethics committee compulsory disclosure of his business ties to the insurance company last month, while the transaction was established in May 1997.

Curran said this week that nothing evil, and always with the greatest integrity and honesty.

Md. another study RX extent of the universality of health care

Washington - Massachusetts’ revolutionary legislation to universal health insurance can not work directly available as a model for other countries, but it works show that melding a conservative and progressive “ideas can make a political consensus, by actors in the development of the Plan. The Bay State has some major positive - not least assured that other states and a source of funding available. But the law, which will take effect during the next year, the doorman Other States’ efforts to fight against a problem that evaded a national solution.

States should this time, less than a political concept and more of a political model, “said John E. McDonough, executive director of Massachusetts, an entry with the name of group health care for all. Massachusetts plan, last week existed, both employers also punished, don ‘t provide insurance protection and individuals can afford, insurance, but do not buy it. For those who can not allow insurance, there would be a free or subsidized coverage. And it would be a quasi-public agency compensation Promotion of small and medium-sized employers and individuals.

Maryland Insurance Commissioner calls for reform of all restrictions

Health insurance for small employers in Maryland should have the possibility of their premiums based on the draft of medical expenses of the group, for them, the state insurance commissioner and the chairman of the Maryland Health Care Commission said yesterday.

Commissioner Alfred W. Redmer Jr. said Maryland restrictions on how insurers their tariffs are closest in the region. Modifications, insurers could attract more, he said, would increase competition and reduce price increases.

The two largest insurers in the state Care First Blue Cross Blue Shield and United Health Group / Mid Atlantic Medical Services Inc., control-92 percent of small employers “, a number unhealthy,” said Stephen J. Salamon, chairman of the committee system of health care.

Gurtet groups of tax session

Maryland entrepreneurs say they are not against all proposals to reduce the estimated $ 1.7 billion state deficit, Dir Martin O’Malley, he says, a legacy of decisions over the last ten years.

It is just that some proposals contained in O’Malley’s list - which is expected to discuss during the legislative session that begins October 29 - are tastier than others.

The industry expects that this is part of the solution in dealing with the deficit, said Georgette W.”Gigi “Godwin, Montgomery County Chamber of Commerce and CEO.”Binding However, new taxes on businesses Maryland impair the ability to compete globally “, says she.

The Board expressly state against higher taxes on high-income single eine”verbindlichen paying tax on corporate profits and expanding the tax on turnover of more services for businesses.

Anything that is otherwise in O’Malley’s package, including increasing the tax on the figure of 20 per cent and the legalization of games of the races on roads, should be considered by the legislature, said Lisa Fadden, the Board Appeals Board, Vice President of Public Affairs.

”We do not approve these proposals, “said Fadden.”We are only more open, considering it.”

If the state has more help smallbusinesses quality health insurance for their employees, these enterprises could be more open to tax increases, “said Elise Ambrose, president of the elite personnel, a small company staffing in Bethesda.

And this is probably greater number of firms in the VA and other neighbouring countries, government revenues and reducing the need for tax increases, she said.

”Health insurance is probably the biggest problem for small companies, “said Ambrose.”I met the governor O’Malley, before being governor and told him that more must be done for small businesses health insurance. He heard, but I do not think this is the largest item on its agenda at the moment. ”

A proposal to increase the tobacco tax to help the state to do more of health insurance may be individuals and small businesses, according to a press release from the office of governor.

Targeting ‘control’

O’Malley also proposes the elimination of certain elements of the tax code he said, allow companies to avoid paying millions in the State of Maryland taxes per year.

A provision is intended to eliminate it, also known als”Controlling interest “, allows companies to avoid land registration and transfer taxes on the sale of out-of-State units, according to the office of governor. Another allows businesses to avoid paying tax on Maryland taxes, profits of subsidiaries in other countries.

A recent report by the Maryland Comptroller’s Office shows that nearly half of the largest state for-profit is not a corporate tax pay taxes in 2005.

The State Office, companies have refused, according to reports of non-payment of taxes in 2005, as an official city of confidentiality.
